Regimes
Projecting,
Obtaining Domestic Process Authorization Certificate (DIIB)
• Notifying the applicant firm about principles regarding Domestic
Process Practices, and structuring the Project for Domestic Process
Authorization Certificate (conditional exemption system and re-payment
system, guarantee practices, permit periods, deferral-cancellation
operations)
• Notifying the applicant firm about necessary documents to obtain
Domestic Process Authorization Certificate.
• Applying to
the Undersecretariat of Foreign Investment, General Directorate
of Export with the following documents:
• A Petition
(signed by the authorities specified in the circular of
signature, providing
their names and surnames)
• Domestic Process
Project Form
• Raw Material
Consumption Table for Export Products
• Capacity Report
related to the production of the product being
exported (approved
by chambers of Commerce and/or Industry)
• If a sub-contractor
is used (for Producer-exporter, Exporter, Foreign Capital
Company and Sectoral Foreign Trade Company)
a) Capacity report
for the subcontractor (approved by chambers of commerce
and/or industry)
b) Circular of
signature of the subcontractor firm (Notarized)
c) Protocol entered
into with the subcontractor (signed by the parties)
• The original
of the Trade Register Journal, or its copy approved by a notary
or chamber of commerce and/or industry, or a trade register (each
of Trade Register
Journals regarding the company, and changes in name, if
any).
• Circular of
signature (Notarized)
• Photocopies
of letters regarding documents that have been closed during
the last 3 months, photocopies of application letters for the documents
to be closed, and lists of import and export quantities that have
been performed within the scope of Domestic Process Authorization
Certificates
whose commitment accounts have not been closed.
• Application forms and their attachments,
• Contacting with necessary authorities.
• Notifying the applicant firm about other documents/information
required
(if any)
• Supplying documents/information from the applicant firm, and transmitting
the same to the relevant application authorities.
• Supplying application results (Domestic Process Authorization
Certificate) from the relevant application authority, and transmitting
the same to the applicant firm.
Revising
Domestic Process Authorization Certificate (DIIB)
• Determining necessary documents for DIIB revising application,
and notifying the firm.
• Delivering necessary documents to the Undersecretariat of Foreign
Investment,
• Contacting with necessary authorities.
• Notifying the applicant firm about other documents/information
required by the relevant authorities (if any),
• Supplying documents/information from the applicant firm, and transmitting
the same to the relevant application authorities.
• Supplying application results (revised DIIB) from the relevant
application authority, and transmitting the same to the applicant
firm.
Closing
Domestic Process Authorization Certificate
• DIIB should be closed within 3 (three) months following the expiry
period of DIIB.
• Informing the firm holding the certificate of information and
documents necessary for the closing operations
• Applying to Exporter Unions General Secretariats to close certificate
export commitment.
• Providing the firm with the letter issued by the Undersecretariat
of Foreign Investment confirming that DIIB has been closed.
Obtaining,
Revising and Closing Foreign Process Authorization Certificate (HIIB)
• Notifying the applicant firm about principles regarding Foreign
Process Practices, and structuring the Project for Foreign Process
Authorization Certificate (full or partial exemption system)
• Informing the applicant firm about necessary documents to obtain
Foreign Process Authorization Certificate
• Making application to the Undersecretariat of Foreign Investment
with the application forms and the attachments thereto.
• Contacting with necessary authorities.
• Notifying the applicant firm about other documents/information
required by the relevant authorities.
• Supplying documents/information from the applicant firm, and transmitting
the same to the relevant application authorities.
• Supplying application results (relevant authorization certificate)
from the relevant application authority, and transmitting the same
to the applicant firm.
• Determining necessary documents for HIIB revising application,
and informing the firm.
• Delivering necessary documents to the Undersecretariat of Foreign
Investment,
• Contacting the authorities of the Undersecretariat of Foreign
Investment.
• Notifying the applicant firm about other documents/information
required by the relevant authorities (if any),
• Supplying documents/information from the applicant firm, and transmitting
the same to the relevant application authorities.
• Supplying application results (revised HIIB) from the authorities
of the Undersecretariat of Foreign Investment, and transmitting
the same to the applicant firm.
• Informing the firm about information and document necessary for
the closing operations.
• Performing necessary follow-up related to the closing operations.
• Providing the firm with the letter issued by the Undersecretariat
of Foreign Investment confirming that HIIB has been closed.
Obtaining
Warehouse Permit
• There are general warehouses of type (A), (B), and (F), and special
warehouses of type (C), (D), and (E).
• Informing the firm that makes a warehouse application about the
application petition and the documents to be attached thereto as
specified in the relevant laws.
• Issuing the application petition and the attached documents, and
filing the application to the Undersecretariat of Customs.
• Transmitting the warehouse permit to the applicant firm as a result
of the application filed with the Undersecretariat of Customs.
Warehouse Assignment
• Applying to the relevant customs office for warehouse assignment
(jointly by the assignor and the assignee).
• Issuing the petition of assignment (containing the causes of assignment)
and the attachments thereto.
• Evaluation of the application by the General Directorate of Customs.
• Transmitting the assignment permit obtained as a result of the
application to the firm.
Closing
a Warehouse
• Notifying the firm about information and documents necessary for
warehouse closing application to the Undersecretariat of Customs,
General Directorate of Customs.
• Fee receipts
belonging to the years during which the warehouse was in operation.
• Witness report
issued to confirm that the warehouse is empty and book records
are compliant.
• Applying to the Undersecretariat (General Directorate of Customs)
along with the necessary information and documents
• Evaluation of the application by the General Directorate of Customs.
• Transmitting the closing decision obtained as a result of the
application to the firm.
